From Counting Hours to Demonstrating Competency
For decades, pilot training has been measured largely in hours: hours toward a certificate, hours toward a type rating, hours toward an airline's minimum hiring bar. Competency-Based Training and Assessment, or CBTA, represents a shift in philosophy championed by ICAO and adopted in various forms by regulators worldwide, moving the emphasis from time spent in a seat to demonstrated proficiency against defined competencies like manual handling, communication, workload management and problem-solving.
This does not mean hour requirements disappear. Regulatory minimums for certificates and ratings remain in place, and structured programs like the ATP-CTP still specify fixed hours of ground and simulator instruction. What CBTA changes is how training within those hours is designed and evaluated, shifting the focus toward whether a pilot can consistently perform to a defined standard rather than simply logging time.
What Competencies Actually Get Assessed
Under a competency-based framework, instructors and evaluators look at a defined set of observable behaviors rather than a simple pass/fail on a maneuver. ICAO's competency framework, which underlies many national programs, typically groups these into categories that training providers build their evaluation criteria around.
- Application of procedures and compliance with regulations
- Communication, both within the flight deck and with air traffic control
- Aircraft flight path management, both through automation and manual control
- Leadership, teamwork and workload management

Why Simulator Quality Matters More Under CBTA
If proficiency rather than time-in-seat is the measure, the fidelity of the training environment used to assess that proficiency becomes far more important. A full-flight simulator that accurately replicates aircraft handling, systems behavior and failure scenarios gives instructors a reliable basis for judging whether a pilot has truly reached a competency standard, whereas a lower-fidelity device makes that judgment less certain regardless of how many hours a pilot spends in it.
This is part of why type rating and ATP-CTP programs continue to rely heavily on Level C/D simulators and structured scenario-based training rather than shifting purely to classroom instruction. Competency-based training does not reduce the importance of realistic simulation; if anything, it raises the bar for what that simulation needs to accomplish.
What This Means for Pilots Training in 2026
For a pilot entering ATP-CTP training or a type rating course, the practical effect of CBTA is a training environment more focused on scenario-based learning, structured debriefs, and explicit competency tracking rather than simply completing a checklist of maneuvers. Instructors are trained to observe and document behaviors across the competency framework throughout a course, not just during a single evaluation event at the end.
For pilots, this generally means more actionable feedback along the way, since gaps are identified against specific competencies rather than a vague sense of overall performance. It also means coming into training ready to demonstrate judgment and decision-making, not just stick-and-rudder skill, since both are formally part of what's being assessed.

As CBTA principles continue to shape how ATP-CTP courses and type ratings are delivered, choosing a training provider that structures its curriculum and simulator sessions around these competencies, rather than treating them as an afterthought, matters more than ever for pilots preparing for the modern airline hiring and training pipeline.
